As noted previously, 18 mW into a 32" or even shorter whip would produce a 
field far in excess of the 250 uV/m at three meters in any direction from 
the antenna that is allowed for unlicensed FM by Part 15.  Even 1/1000 of 
that power is still too much.  Such devices would be/are illegal to use.
