Because the state law is so broad that ANY part 15 radiator can be busted.

The Feds have all but abrogated their responsibility for pirates, especially 
in FL. As the problem of pirates is somewhat of a local matter anyway, I see 
no reason for the State boys to not step in. More power to 'em.
