Fla passed a law, I think about a year ago, asserting jurisdiction.
I'd bet the un-official word from the Federales is "if you have the
means to catch them, go for it". Florida has a heavy concentration
of pirate activity, compared to other areas.   Most of the time, when
civilians hear of the FDLE it is either in context of sexual-predator
lists (we have many of those, as well), or of forensic examinations
of disk drives from suspected terrorists (yes, also those as well...)
