I haven't talked to him since.  Actually, 14 V will work for separating
water into its elements.
It will just be slow.  It seems that the slower, the more efficient, though.
I taught chemistry & physics for 17 years and would always demonstrate
electrolysis of water.
The apparatus used, showed that the ratio of H to O was 2:1.  A test could
be easily performed for each element.
To make the water conductive, I would add a drop or two of sulfuric acid.

About six months ago, I had a discussion with a guy that was planning on
using energy from his car's electrical system to electrolyze water,
producing hydrogen and oxygen.



Gary, have you seen him since? Ask how it worked. And how well 14V works in
separating O from H.
