 Colorado Springs.
 STL was, indeed, correct azimuth toward Cheyenne Mountain.

 The GM got tired of STL drop-outs, and illegally added an amp.
 
 Instead of pushing their signal at their RX antenna, they were
 blowing something above the full power ERP of the main FM
 transmitter, at the NORAD entrance ! ( watts X dish gain )

 A "relatively" minor elevation adjustment severely overloaded
 the RX at the ten watts legally licensed for that STL.
