[EAS] Handle SQW code

I see a few ENDECs talked about here on this topic but nothing regarding the Sage units.

Recently when a SQW was issued I went into the code menu in the Sage units and tried to enter the code. I was denied. I contacted Sage and inquired about doing so. It turns out that they took a backwards direction whereby they used to allow entry of non-FCC authorized codes but changed over to a fixed table of only the authorized ones I their firmware.

Although I realize that the Sage units are becoming things of the past, Sage has committed themselves to supporting them in the foreseeable future. Outside of this if the motivation is to simply purchase replacement machines from other manufacturers that will most likely entail a big discussion with station managers about the additional expense given that these units are still performing their functions.

"The DASDEC has an option to use an expanded list of event types and event codes, for non-EAS use.

When enabled (no cost) the intent is to allow stations to transmit such emergency information into ancillary systems like RDS, or ATSC 3.0's Advanced Emergency Information, or other digital assets taking in the DASDEC feed.

Not sure if this addresses what you were asking, but that's what we can do in this type of scenario."
