[EAS] Handle SQW code

Bill, your last statement is commendable. IMHO, there are too many codes and too many warnings. I appreciate the intent of geocoding, but a single line of storms can generate a dozen warnings. Stations don't want to interrupt programming every 5 minutes so they ignore them. Same with storm codes. The public starts to ignore them. 

Likewise, I understand we are generally dealing with a populace that has their heads in a place that precludes any type of situational awareness so they need and expect to have someone else take responsibility for their safety. The government is more than happy to take that on to gain control. Perhaps encouraging situational awareness and self-responsibility would be a better pursuit. 

I turned off as many alerts on my Samsung as possible. I have enough interruptions to my sleep without those...

One friend of mine, now SK, taught me that participation in EAS must be
voluntary because the Communications Act of 1924 forbid government
censorship.  Making a radio or TV station broadcast something is censorship.

The President signs a "finding" giving him EAS authority but my friend
said that if anybody ever contested that it would be found to violate
the act.

The challenge is to make EAS something that a station would WANT to
broadcast, not to make EAS something that a station MUST broadcast.
