[EAS] TTS on WEA messages

I have a Samsung Galaxy S24 phone, and it (like my previous S9) 
generates a text-to-speech translation of an incoming WEA message... 
often badly because the originator didn't use "text to speech friendly" 
text.  Which leads me to two questions:

1/ Am I correct in my  understanding that the WEA system itself doesn't 
support including an audio message (like we do routinely in Idaho for 
EAS alerts via IPAWS)?

2/ Do phones other than the Samsung Galaxy phones support TTS?  Is this 
a wide spread "feature"?  IMHO, it is a desirable feature for people 
driving their car when  the alert comes in.  Obviously not a good time 
be looking at your screen... and too many phones make it cumbersome if 
not impossible (absent a Google Search) to find the messages later.  But 
it is only a useful feature if originators take care to generate TTS 
friendly text.
