[EAS] Handle SQW code

Just looking for clever ideas on how broadcasters may handle the SQW (Snow Squaw) warning as transmitted over NOAA weather radio. These events are fast-moving and can be hazardous to commuters.

Five have been broadcast today over Akron's NOAA VHF in our operational area. On-air talent can rely on notifications from others within earshot of a SAME-capable NOAA receiver, or the WEA alerts on their cell phones.
