The British government announced the MetOffice, Britain's national meteorological service, will be issuing emergency alerts via its cell-phone alert system today for a large storm (100 mph winds and 12+ inches of snow).

The European emergency alert protocols for cell phone are similar to the US Wireless Alert System protocols.

News stories are warning people their phones will make a loud noise even if set on silent. Expecting the same social media reaction seen in the USA when WEA was introduced.
