The author should know better.
EAS at the local and state level has always been and always must be
OPTIONAL.
The Communications Act of 1932 requires that.
At the local level there is no funding for planning, training, and use
of EAS.
And _after_ an event further information about the event becomes just
public information and no longer an alert. Continuing updates is not an
"alert" and EAS is the wrong vehicle for that purpose.
Been there, done that, and the t-shirt wore out a long time ago, as in 1989.

P.S. "a UPS plane carrying 280,000 pounds of gasoline" is completely
incorrect. Aircraft use jet fuel which is about the same as diesel
fuel. Jet fuel is a lot less volatile than gasoline.
