While wildfires don't respect government jurisdictional lines, wildfire
warnings continue to be a problem for local governments. Although 90% of
public warnings are issued for geographic regions by national authorities
such as the National Weather Service, wildfire warnings are left to
very local officials. Not every local area can afford emergency
management agencies. Sometimes jurisdictional lines means one side of a
street gets a warning, and the other side doesn't.
