[EAS] IPAWS FY26 budget justification not cut

The Integrated Public Alert and Warning System (IPAWS) program at FEMA has 
essentially the same funding level and staff positions in the FY26 budget 
requst. $11,900,000 -> $12,000,000

FY 2026 Planned Key Milestone Events
o Modernize FEMA equipment operational at radio stations in Philadelphia, 
PA, Anchorage, AK, and Little Rock, AR.
o Begin construction site design, permitting, and planning at radio 
stations in Reno, NV, Albuquerque, NM, Casper, WY, and Agana, Guam, or
alternate PEP radio station sites to accommodate delays in local 
construction permitting approvals and station operations schedules or 
changes to requirements.

New in the FY26 budget request is the "National Continuity Program (NCP) 
Strategic Partner Program" $0 -> $52,375,000

I have guesses what this is, but don't know for certain.

o Procure technology for specialized and secure platforms.
o Installation and enhancement of communication systems and backup power.
