Warning!  Bill is getting up on his soap box.

I've recently explained to too many people that the NWS has had for 
decades an effective functioning weather warning system.  Special 
receivers that unmute have been available to the public for a very long 
time.  Check C Crane.

But most do not have these receivers.  In a flash flood area they should 
be mandatory especially for groups.

Sirens are a way to wake people up.  But they are expensive to install 
and need continuing maintenance.  Training to use them needs to be 
funded and regular.  $ $ $ $  San Francisco, the city that does not know 
how, had sirens but decided to "upgrade" them a few years ago.  We now 
have NOTHING.  We don't have flash floods here but tsunami's are 
possible.  Earthquakes are self-announcing.

EAS is great but you have to be listening to radio or watching TV.

Cell alerts are "state of the art" (maybe?) but there are too many 
potential problems for them to be really effective.

Too many competing silos are not a good way to warn the public.

My prediction is in the next couple of months there will be a lot of 
hand wringing and excuses and then any interest in a functional warning 
system will fade.

Been there, done that, etc.  Think about the '89 earthquake
