[EAS] EQ Warning System False Alert?

Yeah, that was a weird one.  I was notified of the quake through the MyShake app this morning...in Oakland, CA...and told that I should drop, cover and hold on.  Didn't seem that a 5.9 quake in Lyon County, NV should warrant an emergency alert this far away.  Something went seriously wrong somewhere.
