[EAS] We're Obsolete!

For Congressional budget purposes, FEMA refers to IPAWS-OPEN since that's 
the thing in FEMA's budget.

I suspect its one of those corporate communication branding things.  Lots 
of companies (i.e. Xerox, Kleenex) have strange corporate branding rules.
