Bill - A couple of reasons, including the "problem" that = at least in the military - all the Western-supplied gear relies on GPS.

As far as GLONASS (a Russian system), even the Russians are preparing to have a backup to their own satellite based system.  Presuming GLONASS and GPS might be taken out, they have their terrestrial RSDN system (also called Chayka / "?????").  It's a version of Loran-C.

FWIW, the US private sector and military are lagging pretty far behind some of our "adversaries" in terms of GPS backups and alternatives.  There was actually a pretty compelling presentation on this at the recent ATSC Annual Conference by a senior government advisor on the topic.
