[EAS] Twitter woes could hurt disaster effort

I have been reading about problems at Twitter and how that could effect 
its use in a disaster.

Today's SF Chomicle has an article on this subject.

"During California's early-July heat wave, some Bay Area residents 
searching Twitter for updates from the National Weather Service were met 
with a confounding message.  Time-lines read: "Rate limit exceeded: 
please wait a few moments and try again."

Bottom line is that any local or state OES agency that thinks that any 
free Internet system like Twitter is a key component in their emergency 
plan is a fool.
