As the guy that created the existing Washington State Monitoring Assignment
system -

Allow me to explain ...
EAS (At least in Washington State) is broken into 3, distinct, pieces -
1 - LOCAL -
This is where local Government entities can initiate messages to reach the
citizens in that 'Operational Area'
2 - STATE -
State Emergency Management initiated messages intended for all (or portions)
of the State
3 - NATIONAL
Here the Feds have a couple of systems -
> The, long established, legacy, PEP (Primary Entry Point) system of radio
stations.
> The more recently developed - FEMA - IPAWS - making use of the Internet.
Because of the requirements for redundancy, and the fact the PEP system does
not
Reach all areas of a state, we rely on other systems, such as SiriusXM, and
other national networks to provide it.
2 DIFFERENT EAS SYSTEM
1- Legacy/analog EAS based on the FCC Requirement for licensee's to monitor
other sources (Often, but not always) other broadcast stations or
distribution systems (Washington State has several of these)
2 - INTERNET BASED
Here we find FEMA's IPAWS - This can be and is used for not only National
Message distribution, but State and Local as well.

I've not studied this to any real depth of understanding, so I'm unclear on
how XM distribution of EAS messages can be useful for anything other than
"the nukes are coming over the north pole". How can this method possibly be
helpful regarding local emergency situations without annoying the remainder
of the country?
