You are correct! The Sirius XM and NPR PEP nodes are of value only for "national" EAS. That said, they should be part of an integrated plan strategy in each state. In one case I could cite, XM is the only way EAS Participants can get over-the-air PEP when (not if) disaster collateral damage shuts down the Internet.
Overall EAS plan strategy also has to include doing everything possible to eliminate or at least mitigate over-the-air single point failures inherent in the LP distribution model. To do what I think needs to be done to replace the LP model in as many ways as possible will require dedication and funding that does not exist today within government, but that does not mean we should stop trying.
