[EAS] FEMA and SiriusXM Expand Relationship to Enhance Delivery, of Emergency Alerts

The PEP (pre-NPWS nomenclature) stations prior to approximately 2008 had 
custom receivers for either Sirius or XM (can't remember which exactly). 
These receivers were starting to fail and had a number of parts made of 
24 carat Unobtanium.

This latest Sirius/XM project is a revival of the previous system in my 
opinion and a very good idea.
