EAS Participants,

New 2023 EAS Operating Handbook
The FCC has issued an updated 2023 EAS Operating Handbook.  All EAS Participants are required to post this document, as described in FCC EAS rule Part 11.15: "A copy of the Handbook must be located at normal duty positions or EAS equipment locations when an operator is required to be on duty and be immediately available to staff responsible for authenticating messages and initiating actions."

I wrote to the FCC's PSHSB EAS office on any notice or deadlines regarding the new Handbook and the reply was, "No, we do not have a deadline by which EAS Participants must download the new EAS Handbook, nor do we have plans to issue a Public Notice on the Handbook's release."

So apparently "at your leisure" you should download a copy of the 2023 Handbook at:
