There are four NWR transmitter sites currently out of service in Alaska per the https://www.weather.gov/nwr/states_dyn?state=AKE webpage.

As for streaming NWR content I've been told that programming for each NWR transmitter may be uniquely composed for the transmitter's service area. This unique composition applies to the FIPS code content of messages intended for relay via EAS. The Ampro cart machines and live microphones associated with early NWR operations are long gone. Each Weather Forecast Office (WFO) has a Broadcast Message Handler (BMH) system which assembles the rotating message content for all NWR transmitters associated with that WFO. I count over 50 NWR transmitters serving Alaska fed from the three WFOs in Anchorage, Fairbanks, and Juneau. Perhaps they could each configure a BMH output to stream a virtual transmitter covering their entire WFO service area.
I'm not an expert on NOAA systems. I'm sure that there are people associated with NWS who monitor this list who could clarify/correct the assumptions behind my thumbnail NWR summary.
