That is for sure. And, new people
all the time at so many agencies.

Yes ... and no.
While the NPT is supposed to be
the "gold standard" for a national
emergency, and all the ETRS
web site stuff, *each state* should
know if all its members get the
alerts. (One could suggest each
LECC, but we have enough trouble
with SECCs everseeing things,
not to mention the state plans).
If each state notified the FCC
and the FEMA when they reach
100%, lagging areas could be
worked on, and an NPT might
reach 100% (or darn close).
