I would venture to say that 90% of our EAS alerts (not tests) come from NWS, yet severe budget restraints prevent them from implementing CAP messages that are compliant with the rest of the world.
And to top it off, their systems in Anchorage really screwed the pooch during past tsunami alerts.
Why the government (FCC) wants to put the burden on broadcasters, without cleaning up and unifying messaging, reasonable FIPS and polygons, and CAP/IPAWS protocols for NWS and Cellular systems is an amazingly overlooked flaw in the entire system.

Again, tell me again how this is not a bogus, revenue driven, exercise in futility.
