[EAS] Sirius/XM RWT Question

FEMA has been working with select PEP stations to perform end-to-end 
audio level testing.  In coordination with individual PEP stations, FEMA 
originates an on the air RWT/RMT from the FEMA equipment to validate audio 
levels.

Normally, the FEMA EAS equipment closed circuit testing is never (supposed 
to be) heard on the air.  The PEP conducts the RMT/RWT from the 
station's own EAS equipment, not the FEMA EAS equipment.  It sounds the 
same.  The only way you can tell the difference is decoding the EAS data 
header burst.
