[EAS] IPAWS Cert for Trilithic/Viavi

I received a new certificate file today from Trilithic/Viavi that should address the signature verification issue with IPAWS RWTs.  I'll check next Monday to see if it actually does that.

I'm not sure how proactive Viavi is about notifying their users about issues like this.  If you need the new cert, I'd recommend reaching out to their support team.
