Did the CALOES Wireless Emergency Alert (WEA) change people's behavior?

Maybe.

Electric usage dropped (significantly) enough it was visible in the 
electric grid charts.  But there was also a lot of other messaging through 
broadcasters and social media, asking the public to reduce electric 
consumption.
