Roy--
Most CAP programs have an email function set up by the subscriber/user. You
should ask your state/local officials who are the Point of Contact for the
COG or COGs to add your email address to their CAP program email list. You
will automatically receive any CAP messages, EAS activations, WEA warnings. 

While the FCC is still waffle-y about tracking CAP activities in the EAS
logs, IMHO, all State EAS Chairs should know what's happening with EAS and
WEA in their states.
