[EAS] DASDEC 4.4 update includes Alaska and South Dakota FIPS changes

Some minor changes in the DASDEC 4.4 update.  It also includes updated 
Alaska FIPS codes and one South Dakota FIPS codes.

Digital Alerting Systems and Viavi/Trilithic have been good about updated 
their embedded FIPS codes lists as the Census Bureau and NWS makes changes.

FIPS codes are intended to be stable over the long-term, but they do 
change.  There have been about a dozen changes during the last decade.

announced 5.0 will be released later this year.
