[EAS] Boulder County CO uses WEA/EAS for latest wildfire evactuation

Today (March 26, 2022), Boulder County CO used WEA and EAS as part of its 
public alerting during the wildfires near Eldorado Springs and National 
Center for Atmospheric Research (NCAR).  This is west of the Marshall 
wildfires in January 2022, when Boulder County emergency officials used 
opt-in subscription alerts.

I haven't seen reports about how many broadcast stations in Boulder County 
carried the EAS evacuation alerts (code EVI).  Based on social media, it 
looks like cell phones did receive the WEA.

Boulder County misconfigured its Alert Origination Software, using the 
wrong COGID in its sender field "301766,Boulder - 911 Emergency & Opt 
In,City of Boulder". This field is used by NWEM, but doesn't affect most 
things.
