[EAS] CAP RWTs from 006083

Well, while I'm in the question asking mood...

I've been getting weekly RWTs from FEMA every Tuesday morning around 9am for a while now for the 006083 FIPS code.  I've been ignoring them as they don't apply to me, but I always thought it was a little strange.  I get the All of California RWTs (006000) every week like I should, but I never quite understood why there would be an FEMA RWT for a particular county.

So on top of this, the last couple of weeks I've gotten a "WARNING: CAP alert failed signature verification" message on these RWTs.  Anybody know what's happening here?
