Dave - the issue isn't so much the CAP source - whether it is NWS itself or via IPAWS. There is a reason why NWS CAP messages are not relayed through IPAWS. Actually, there are several reasons, which have been discussed quite extensively both in inter-agency meetings, as well as within FCC's CSRIC, and other groupings.
NWS does push CAP weather messages right now via NOAAPORT and NWWS. And those CAP messages are forwarded to IPAWS, where they are used for non-EAS feeds (i.e. WEA). However, they are not EAS eligible... yet.
There are still some technical issues that could result in problems, such as significant message duplication (think about what Richard Rudman has said about "message flooding" ... and then put that issue on steroids).
Our public warning system is still I think very much a work in progress.

I'm wondering if I'm the only one who thinks having a NOAA Weather CAP
server suitable for use with our EAS decoders would be useful.
