[EAS] Accidental state-wide tornado warning for Iowa

I worked at WHO briefly in college. There are something like six counties in central Iowa (south of Des Moines, I believe. And that would track correctly based on the tornadoes this afternoon) that WHO is responsible for originating EAS weather alerts for. NWS Des Moines handles the rest of the metro and greater area.
I remember getting a 10 minute training on how to send the alerts via the EAS box in the control room. Inadequate training. We'll leave it at that.
I am not shocked by this at all.

Apparently WHO-AM made an error, and issued a tornado warning for the
entire state of Iowa this evening.
