[EAS] NWS CAP server

I'm wondering if I'm the only one who thinks having a NOAA Weather CAP 
server suitable for use with our EAS decoders would be useful. I realize 
many of you, perhaps especially in high population areas, don't carry 
weather EAS alerts.  But they are commonly carried in my area (sometimes 
excluding SVRs).  And while NOAA Weather Radio has pretty good coverage 
area, with the kind of terrain we have, there are certainly areas where 
coverage is poor.

So, in a nut shell, I think it would be beneficial for my constituents 
if I was able to get NOAA Weather content from their CAP server, and 
configure my EAS box to favor it over RF sources. I'd still have NWR in 
the event of Internet issues, etc, but the rest of the time I'd have 
better audio quality.  At least if NOAA also provided the associated 
audio file.  I'm not a fan of the TTS generated by EAS decoders... in 
large part due to ill-considered (IMHO) constraints imposed by the FCC 
in 11.51(d) ["FCC Required Text" in 3.6.3 of CAP-to-EAS Implementation 
Guide).

NOAA has had a CAP server for years, but they expressly indicate it 
isn't for feeding EAS decoders.  I tried doing that in the early years 
of CAP and found it was definitely NOT text-to-speech friendly!  Aside 
from other issues at that time.  I have corresponded with Mike Gerber of 
NOAA recently and he indicated I was the first to request this.  
Wouldn't be the first time I was "odd" ?.  So here is your chance to 
remind me further!  Or... if you believe it WOULD be useful... Mike
