I recall when that wasn't the case!
Back in the 1960's two growing towns on Long Island ended up with shared 
streets
with new housing on one side in one town and new housing on the other 
side in the other town.
Sure enough, when the first fire call went out to that neighborhood, the 
firemen on the scene
argued about whose district it was.  Net results weren't pretty!

Before they were able to forge an agreement for mutual aid, the towns 
had to post signage on lawns indicating which fire district was 
responsible for aid.
