Mutual aid agreements for disasters are not a weakness. Sharing resources 
and emergency response capabilities should be a good idea, at the local, 
county, state and federal level.

I suppose its just the nature of bureacracies, they don't want to ask for 
help. If your local EOC or 911 PSAP is overloaded during a crisis, ask 
neighboring agencies or the state or federal agencies to help share the 
load warning the public.  That was one of the public alerting lessons (not 
learned) from the Tennessee wildfires, and the California wildfires.

There are over 3,000 counties in the U.S.  Less than half actively 
participate in IPAWS, EAS and WEA. They may buy local opt-in subscription 
notification systems. While opt-in subscription based notification is 
great for non-emergency messaging; it reaches a very small portion of the 
population.

And, yes, most alert origination software user interfaces suck; so there 
will be lots of mistakes.
