[EAS] Deja Vu: Boulder officials questioned over effectiveness of emergency notification system

This assumes that people even make the connection between the power being out and the garage door not opening, at least until it's too late. I think my Carl Sagan quote addresses this.
Perhaps we need to add another alert to EAS/WEA, the GDA. Garage Door Watch. This alert would instruct people, in advance of a possible evacuation, to open their garage doors and move their car out while they still have power.
