I have.  The answer don't warn the public about an emergency, because we 
don't have enough people to answer the phones.

Don't replace the batteries in your smoke detectors, because they beep.

Canada's response to people calling 9-1-1 complaining about Amber alerts 
was threatening to arrest the people for calling 9-1-1. Canadian 
officials didn't think about targeting Amber alerts to smaller areas.
