Ah, the good ol' days. That microwave link, a Stan Harter-Ben Green project,
would have been a great asset to both Nevada and California. Nevada is still
trying to build some kind of radio link across the state as a back up coms
system. It's the red-headed step-child of Emergency Management and the Dep't
of Transportation.

Yes, the smaller counties and agencies are better at Mutual Aid because it's
a matter of survival for them. Nevada is a Dillon's rule state, which makes
it easier for local agencies to build these agreements. The state has been
very good at honouring these agreements, although I hear a lot of grumbling
from newer state staffers. 

We simplified the question of EAS activations in our new plan. Only
city/county/state/tribal Emergency Managers can issue EAS activations. And
that decision was made with input from state and local officials and is
spelled out in state and local Emergency Operations plans. Now, WEA messages
are different, but they still have to go through a state or local Emergency
Manager because they are the only ones with access to the CAP program. It's
all a matter of funding. Our EAS Plan provides some definitions and guidance
on EAS activations and WEA messages and when one might be better than
another...The state provides annual training in both EAS and WEA, via their
teleconference center and apps like Zoom and Team. It keeps me busy and out
of trouble!

Although Sheriff John and Undersheriff Rob have moved on for a long time I
was very involved with Alpine County.  There was a plan to put in microwave
