[EAS] Volcano Warning - the unused event code

VOW, Volcano Warning, is the only event code never used in IPAWS.  Not 
even by accident, which explains the other rarely used event codes.

Looking at the history records, it appears VOW was proposed by folks in 
Washington State due to their history with the Mount St. Helens eruption 
in 1980.  I couldn't find the story, but it seems the Emergency Broadcast 
System (EBS) alerting was a bit of a mess during Mount St. Helens. It was 
enough of a memory for people in Washington State ask for the VOW code.

Even Alaska and Hawaii never uses VOW.

Earthquake warning was rarely used until USGS ShakeAlert started using it.

According to USGS, there are 161 active volcanos in the U.S.
