[EAS] Traveller Information Stations for emergency public information

The problem with vendors pushing TIS stations is that local gov'ts start 
to think "their radio station" and use it for general information, board 
meetings and other purposes.  Those do not comply with either Part 90 rule.

The second objection is that when the excrement hits the ventilation 
system people turn to their usual source of information, generally the 
local news and information station, not some tiny low power TIS station.
