Are any states conducting EAS & WEA use and performance reviews along

For example, the National Weather Service issued several FLASH FLOOD
EMERGENCY warnings. However, NWS did not trigger the EMERGENCY
language template in Wireless Emergency Alerts. The FLASH FLOOD
EMERGENCY alerts appeared on cell phones as regular FLASH FLOOD WARNING
messages.
I don't know if this was a glitch in the NOAA/NWS - WEA system. Weather
radio and EAS did get use the EMERGENCY language warnings.
Several twitter folks have been asking why they didn't get the flash flood
emergency alert their phones, just the warning language. The local
weather forecast office did post flash flood emergency on twitter.
