[EAS] Updating maps of EAS operational areas

In the last 5 years, a few states changed from discreet local EAS 
operational areas, to a combined state-wide EAS operational area. Kansas, 
Maine and Nebraska.

I still have the old Nebraska EAS map, but I don't believe its relevant 
anymore. Which is why I changed Nebraska to a single state-wide EAS OA.

I don't know how well or poorly a combined state-wide operational area vs. 
discreet local operational areas work. NWS makes up the bulk of EAS 
alerts, and NWS still uses discreet areas of responsility by weather 
forcast office.
