[EAS] Updating maps of EAS operational areas

Since the U.S. Census Bureau has released updated FIPS/TIGER shapefiles 
from the latest census, I though I would update my national map of EAS 
Operational Areas.

I've identified 504 EAS operational areas.

The Census Bureau made a few adjustments to FIPS codes and 
county/county-equivalents during the last 10 years.  Most changes were in 
Alaska, but also in Louisiana, South Dakota, and Virginia. NWS also made a 
few adjustments to the Marine EAS boundaries and names.

Forrtunately, EAS operational areas rarely change.  Have any SECCs made 
changes to the boundaries of their EAS operational areas since 2017? 
There are 25 counties/county-equivalents split between EAS operational 
areas.  Did I miss any?

I also found maps of the original CONELRAD zones, but never found any 
old Emergency Broadcast System (EBS) maps. They seem to have been lost in 
the mysts of time.
