[EAS] Suggestions for 2021 national EAS test

1. Include the year as part of the alert audio to detect stations which
re-broadcast old taped copies of past tests, instead of "live" relay of the
national test from PEP.

  - (NOT INDEPENDENTLY VERIFIED) In 2019, KCWX in San Antonio appears to 
re-broadcast a taped copy of the 2018 national test in place of the 2019 
test.  The text scroll on the video did not match the 2019 test or other 
stations.

2. Collect and report on wireless/mobile service provider performance from
operators as well as the field.

  - While past FEMA and FCC national test reports have lots of information 
about EAS test results, they didn't have details about mobile telephone 
operator performance.

3. Schedule off-hour audio-level checks with national satellite distributors
(NPR, Premiere and SiriusXM), i.e. some DMO or RWT containing an audio message.

  - Because there isn't regular EAS audio, its difficult for receivers to 
set appropriate audio levels for EAS.  The last PEP test was extremely hot 
on PEP sources.
