Affects alert origination software, i.e. emergency managers.

Does not affect alert dissemination software, i.e. EAS broadcaster & 
cable systems.

The IPAWS Cloud validation checks are stricter about URI/WEB fields in 
CAP messages, including URL links to external audio files.  This refers 
only to the CAP fields for URI and Web addresses.  It doesn't affect web 
addresses inside text fields such as the Description/Instruction fields.

The CAP standard requires URI fields to be "well-formed." But not all 
software enforced that requirement.
