I think it's gone from "volunteer, unfunded" to mandatory force funded.
It's gonna be like "reduce your speed limit to 55 MPH or we cut off your hiway funding."

OTOH... why wouldn't states want to kick in a few bucks to support this? Why not throw a little support towards a system designed to get the word out to more people than any other method. (Note: I said "designed." to get the word out.) Maybe a little state funding can help get it from wishful thinking to something with a reasonable expectation of working like it was intended.
