[EAS] No Time Zones Stated

If they used UTC then even the guys in the Eastern Time Zone would also have to do the math.
Not that they aren't just as capable as any of the rest of us, but not stating a time zone removes that process for everyone.
Given the nature of the request made to the FCC, specifically asking to remove any reference to time zones, and given that the FCC granted that, where in the past Eastern Time zone was always listed, it provides a strong argument for all times being local.
In spite of Sean Donelan's equally compelling argument to the contrary, if the FCC felt that it was crucial to submit Form-Two on an exact deadline (also argued by Sean that it isn't), and they wanted to specify a time zone, they should have. Rather they chose to eliminate it as requested.
The point of the requests made to the FCC in this matter was to make Form-Two less of a burden and create a more even-handed system of reporting.
Regardless of my opinion or that of others, everyone needs to consider what is written in the notice, what was requested (Extend the deadline and eliminate time zones) and how the notice differs from past years. Then they should do what they think is right for their station(s). Never should anyone take one side or the other without doing the research themselves, and drawing their own conclusions.
