[EAS] NWS Alerts and messaging

Barry,

You have stumbled across a continuing problem of One Size Fits All.

Weather, along with other features of Mother Nature, does not respect 
boundaries.  And since counties and states have what could be called 
arbitrary and somewhat capricious boundaries a weather event might touch 
a corner of a county and be completely unknown in the rest of that 
county but any warning system based on a county name must trigger 
warnings to the entire county.

Combined with different weather reporting boundaries, which are 
different and again somewhat arbitrary boundaries, makes perfectly 
automating this near impossible.

While I am not a fan of our EAS system we also should not let 
"Perfection become the enemy of good".
